    Pennsylvania requests a new 5-year section 1115 demonstration to provide Medicaid coverage to former foster care youth who currently reside in Pennsylvania but were in foster care and enrolled in Medicaid at age 18 or older in a different state. The state's goal is to increase and strengthen overall coverage for former foster care youth and improve the health outcomes of these youth. The federal comment period will be open from May 5, 2017 through June 4, 2017.

    On March 9, 2018, The Commonwealth of Pennsylvania's Department of Human Services submitted an amendment to the Medicaid Coverage for the Former Foster Care Youth from a Different State section 1115 demonstration. The proposed amendment will authorize continued access to high quality and medically necessary treatment for opioid use disorder (OUD) and other substance use disorders (SUDs). The amendment proposal is critical to the funding necessary to support the continuation of medically necessary services and SUD treatment services offered in residential facilities that meet the definition of institutions for mental diseases (IMDs) for individuals between the ages of 21-64. The federal public comment period will be open from March 28, 2018 through April 27, 2018.
