    Texas has submitted an amendment request to its Texas Healthcare Transformation and Quality Improvement Demonstration Program to add individuals with severe and persistent mental illness to the populations exempt from the Spell of Illness limitation. The federal public comment period will be open from June 16, 2015 through July 16, 2015.

    Texas is proposing to amend their Healthcare Transformation and Quality Improvement demonstration to integrate coverage and care for the dual eligible population per the MOU signed in May 2014 between CMS and the Texas Health and Human Services Commission (HHSC). Texas is also proposing to add a clarifying modification to STC 30 to add to the list of populations not affected by the demonstration. The population to be added is "Individuals residing in a facility in the pediatric care facility class of nursing facilities, or any Veterans Land Board (VLB) Texas State Veterans Homes." The federal public comment period will be open starting November 19, 2014 through December 18, 2014.

    Texas is proposing to amend their Texas Healthcare Transformation and Quality Improvement demonstration to incorporate Community First Choice (CFC) services into the STAR+PLUS managed care benefit for members who are eligible for CFC services. Texas is implementing the CFC program through their state plan. The federal public comment period will be open starting November 19, 2014 through December 18, 2014.

    On September 30, 2015, Texas submitted its request for a five year extension, which would be effective October 1, 2016. The current demonstration has aimed to expand Medicaid managed care to attain savings, develop enhanced delivery systems throughout the state, and move towards quality-based payment systems. The state is proposing to continue the demonstration with enhancements to the demonstration's current projects based upon lessons gleaned from its experiences across the state. The state has also requested to modify the funding requested for its Uncompensated Care and Delivery System Reform Incentive Payment program. The federal public comment period will be opened from October 15, 2015 through November 16, 2015.

    Texas has submitted a request to amend its 1115 demonstration "Texas Healthcare Transformation and Quality Improvement Program", consisting of four different changes. These including adding STAR+PLUS Home and Community Based Services (HCBS) program slots to reflect additional capacity for beneficiaries, clarifying the electronic process for reviewing STAR+PLUS HCBS service plans, allowing a dentist to bill for services provided by a substitute dentist, and delaying the quarterly report due dates for quarters 1 through 3 by 45 days and combining quarter 4 with the annual report. The Federal public comment period will be opened from December 10, 2015 through January 9, 2016.

    Texas has submitted an amendment to accomplish three separate goals: 1) implementing a comprehensive managed care model for children (STAR Kids); 2) amending the demonstration to end the current NorthSTAR behavioral health Medicaid carve-out program effective January 2017; and 3) amending the demonstration to solely apply the spell of illness exemption for beneficiaries admitted due to a diagnosis of Serious and Persistent Mental Illness. The federal public comment period will be open from May 20, 2016 to June 19, 2016.

    Texas requests to amend its existing 1115 demonstration. This amendment request would move several populations currently served in fee-for-service Medicaid into Medicaid Managed Care. These include recipients of the Adoption Assistance and Permanency Care Assistance program, recipients of the Breast and Cervical Cancer program, and individuals 18 through 20 in the Former Foster Care Children eligibility group also enrolled in a 1915(c) waiver. The state also would allow Medicaid managed care organizations to exceed the lifetime cost limit for minor home modifications and annual cost limit for adaptive aids, without seeking permission from the state. The federal comment period will be open from March 16, 2017 through April 15, 2017.
