    Iowa has requested an amendment to extend the current waiver of the guarantee of non-emergency medical transportation (NEMT) through June 26, 2016 in the Marketplace Choice Plan 1115 demonstration and the Wellness Plan 1115 demonstration. The current NEMT waiver is set to sunset at the end of the first year of both demonstrations on December 31, 2014. The state requests this amendment to extend the duration of the NEMT waiver to allow Medicaid expansion in Iowa to resemble a commercial benefit plan with the goals of improving health outcomes, align Medicaid with developments in the private insurance and Marketplace, and require beneficiaries to have a financial stake in their own health care. The federal public comment period is open from September 23, 2014 through October 23, 2014.
  • Iowa Wellness Plan - Amendment (modified: 2 years ago)
    Iowa requests an amendment to the Iowa Wellness Plan 1115 Demonstration. The amendment proposes eliminating the three-month period of retroactive eligibility for all Medicaid beneficiaries effective for new applications or new add-on requests. This amendment will impact all Iowa Medicaid enrollees currently eligible for retroactive eligibility. The state will continue to operate its presumptive eligibility program to provide Medicaid for a limited time while the formal Medicaid eligibility determination is being made. Beneficiaries will continue to receive coverage effective with the first day of the month in which their Medicaid application was filed, or as otherwise allowed by the state plan. For beneficiaries submitting a renewal, Iowa will continue to provide a 90-day reconsideration period. The federal comment period will be open from August 8, 2017 through September 7, 2017.

    Iowa requests an amendment to the Iowa Wellness Plan 1115 Demonstration. The amendment proposes changing the structure of the Dental Wellness Program and moving all adult Medicaid beneficiaries into the dental portion of the Iowa Wellness Plan. Iowa requests changing the incentives so that beneficiaries receive full dental benefits and most beneficiaries will need to complete designated dental healthy behaviors annually or be required to pay a monthly premiums to maintain full dental benefits. If a beneficiary with a premium obligation fails to pay premiums, he or she will receive emergency dental services only for the remainder of the benefit year. The federal comment period will be open from May 10, 2017 through June 9, 2017.

    Iowa requests a 3-year extension for their section 1115 demonstration which was approved December 30, 2013. The demonstration expands Medicaid for beneficiaries with incomes up to and including 133 percent of the federal poverty level. The demonstration includes an incentive program to encourage the use of preventive services by charging some beneficiaries premiums that can be waived if beneficiaries complete certain healthy behavior activities and as well as providing enhanced dental benefits if beneficiaries have periodic dental exams. The demonstration waives the assurance to provide non-emergency medical transportation. Iowa requests an extension of all current federal waivers and expenditure authorities and no program changes are proposed. The federal comment period will be open from June 20, 2016 through July 20, 2016.

    Iowa requests to extend the Iowa Wellness Plan section 1115 demonstration to continue providing coverage to the new adult group, and to continue demonstration elements including premiums, healthy behavior incentives, the waiver of non-emergency medical transportation, and the waiver of retroactive eligibility for certain beneficiaries. The federal comment period will be open from July 5, 2019 through August 4, 2019.

    The state requests an amendment to extend the current waiver of assurance of non-emergency medical transportation (NEMT) through December 31, 2016 in both the Marketplace Choice Plan and Wellness Plan section 1115 demonstrations. The current NEMT waiver in both demonstrations is scheduled to sunset on July 31, 2015. The state requests this amendment to extend the NEMT waiver to allow Medicaid expansion in Iowa to resemble a commercial benefit plan with the goals of improving health outcomes, aligning Medicaid with developments in the private insurance and Marketplace, and requiring beneficiaries to have a financial stake in their own health care. The federal public comment will be open from June 10, 2015 through July 10, 2015.
  • Iowa Wellness Plan: Eligibility Modification (modified: 3 years ago)
    The state of Iowa has sought to amend its Wellness Plan Demonstration to modify eligibility to include those persons eligible for the Iowa Marketplace Choice Demonstration and establish a managed care delivery system pursuant to waiver authority provided by section 1915(b) of the Social Security Act. The state is not making any other changes to the demonstration. The federal public comment period will be open from September 21, 2015 through October 20, 2015.
