    Alabama has submitted a new section 1115 demonstration proposal to implement their model of accountable care organizations; to be called "regional care organizations" (RCOs). The RCOs are proposed to improve care coordination and outcomes and ensure the long-term sustainability of Alabama's Medicaid program. This new approach to care will also further develop the use of health homes.

    Alabama requested an amendment to their section 1115 demonstration to delay implementation of the demonstration for one year in order to allow for the full transition from fee-for-service to managed care under new locally administered provider-based Regional Care Organizations by October 1, 2017. The federal public comment period will be open from January 9, 2017 through February 8, 2017.

    Alabama requests to amend its Alabama Medicaid Transformation demonstration to phase in the implementation of a managed care delivery system, run by provider-based Regional Care Organizations, over a two-year period with statewide implementation by October 1, 2018. The federal public comment period will be open from July 12, 2017 to August 11, 2017.
