Delaware Diamond State Health Plan Demonstration

    Delaware is requesting an amendment to its demonstration to provide coverage to Former Foster Care Youth that were in foster care under the responsibility of a different state at the time they turned 18 or when they "aged out" of foster care, were enrolled in Medicaid at that time, and are under age 26. The amendment is designed to increase and strengthen overall coverage of and improve health outcomes for these youth. The federal public comment period will be open from October 6, 2017 through November 6, 2017.

    Delaware requests the ability to delay the open enrollment for managed care organizations (MCO) from May 2014 to October 2014. Approval of this amendment request will allow the state to transition to a benefit year that begins in January rather than October; which would allow the state to: (1) align their benefits with the Federally Facilitated Marketplace, and (2) enable the new MCO contracts to more reflect the efforts of the state's innovation model transformation planning.

    On June 29, 2018, the state of Delaware submitted a request to extend the Delaware Diamond State Health Plan section 1115 demonstration. The state is requesting a five-year extension of the current Diamond State Health Plan demonstration. The state is submitting a separate demonstration amendment request for substance use disorder (SUD) treatment services that, once approved, is requested to be incorporated into this demonstration extension. The state is not requesting any other changes to the demonstration for the extension period at this time, but is in the process of planning for initiatives that reflect the state's vision for Medicaid and CHIP. These initiatives may necessitate future demonstration amendments. The federal public comment period will be open from July 13, 2018 through August 12, 2018.

    Delaware is seeking an amendment to their existing 1115 demonstration to comprehensively meet the needs of individuals with complex behavioral health and home and community based services (HCBS) needs. The amendment will allow Delaware to include state plan behavioral health services in the managed care organization benefit package, as well as offer an enhanced behavioral health benefit package in coordination with the HCBS package through a program called PROMISE (Promoting Optimal Mental Health for Individuals through Supports and Empowerment). The federal public comment period will be open from September 19, 2014 to October 19, 2014.
