California Bridge to Reform (Community-Based Adult Services)

California has proposed an amendment to its section 1115 Medicaid demonstration, Bridge to Reform, to extend its authorization for the Community-Based Adult Services (CBAS) benefit beyond its current sunset date of August 31, 2014. CBAS is an outpatient, facility-based program that delivers skilled nursing care, social services, therapies, personal care, family/caregiver training and support, nutrition services, and transportation to qualifying aged, blind, or disabled Medicaid state plan beneficiaries. CBAS is offered primarily through CBAS Centers, although "unbundled" CBAS services can be offered outside of centers in certain circumstances. The state proposes to extend CBAS primarily as a managed care benefit, but does not propose to extend the Enhanced Case Management or Unbundled Services options.
