We encourage the public to submit their comments on Medicaid.gov as they relate to demonstrations open for public comments. In support of transparency and open government, all public comments received are immediately posted and are in the public domain. Center for Medicaid and CHIP Services staff will review all public comments posted and we reserve the discretion to delete comments that are generally understood as any of the following: obscene, profane, threatening, or otherwise inappropriate.

There is strong evidence that access to Medicaid makes enrollees better able and likelier to work (https://news.ku.edu/2018/07/13/study-finds-medicaid-expansion-acts-employment-incentive-individuals-disabilities) and that work requirements push out people mainly because they don't know about or can't handle the reporting requirements rather than because they are failing to obtain work appropriate to their life circumstances. Work requirements are purely punitive, an excuse to deny care and financial security to mostly hard-working people desperately in need of financial protection and medical care that Medicaid provides. The requirements also plainly violate the Medicare statute. TEnnCare II Amendment 38 should be rejected.
