TennCare benefits 1.5 Million Tennesseans, and almost 3/4 of them are already in the work force. Proposed work requirements will have very limited exemptions: they do not define the medically frail and chronically mentally disabled, and do not exempt victims of domestic violence and recipients of the Supplemental Nutrition Assistance Program (SNAP). Many elderly family members will have to assume greater caregiving duties. This expensive proposal will create harm to vulnerable populations. How can TennCare recipients fairly respond to such monthly notices when their health literacy rates are so low?
