DescriptionThe Alaska Department of Health and Social Services (DHSS) is applying for a Section 1115 Demonstration to support the continuing reform of its Medicaid program and of Alaska's behavioral health and substance use disorder (SUD) delivery system as a whole. The goal of the Alaska Medicaid Section 1115 Behavioral Health Demonstration is to create a data-driven, integrated behavioral health system of care for Alaskans with serious mental illness, severe emotional disturbance, and/or substance use disorders. The federal public comment period will be open from February 15, 2018- March 17, 2018.

At this time in U.S. medical history (including this time of historically great levels of U.S. iatrogenic morbidity and mortality as well as medical system financial crises) and especially in this Alaska 1115 application, CMS (as a defacto medical standards of care making authority) and other medical standards of care making authorities have a crucial opportunity to address the iatrogenic harm of the standards of care of psychiatry that is by itself a major cause of the explosion in psychiatric disability and associated morbidity and mortality. Accordingly, I have attached my PDF document “Dr. Thomas Steven Roth’s Alaska 1115 Public Comments” which includes the very best readily available secular references in this important area of mental health ethics and science and medicine and history and which also includes my “Five Epistemological Axioms for Appropriate Mental Health Research and Care of The Whole Human Being Including Heart and Soul and Mind and Body,” and a sufficient mental health research and care soteriology in the form of excerpts from my book “The Meaning of Life Open E-Letter for All People Everywhere,” which through God’s perfect grace and provision may help CMS and other medical standards of care making authorities radically transform (and even appropriately revolutionize) mental health standards of care into truly first-do-no-harm efforts rather than the very deceptive human-body-brain-soul-damaging efforts they currently are and have been due to significant institutional corruption and social injury and exploding mental-health-standards-of-care-caused disability and associated human morbidity and mortality as proven in the attached secular references.
