DescriptionNorth Carolina is amending their 5-year section 1115 demonstration application previously submitted on June 1, 2016. The amended application requests to implement managed care transformation for Medicaid beneficiaries including incorporating tailored plans for some populations. Additional proposed programs under the amended application include the development of a substance use disorder program, expansion of the provider loan repayment program, building a behavioral health home care program, and piloting new programs such as telemedicine and regional resource management for unmet needs. The federal comment period will be open from December 5, 2017 through January 5, 2018.

Please do not include waiver programs for people with disabilities in managed care. I have a child with severe special needs and having access to the cap-c waiver is critical for him. This waiver does not need more regulation and red tape. It is already hard to navigate and has many areas that need improvement - it does not need managed care to make it more difficult for families. We moved here two year ago from MO - and have found the waiver here much harder to access and navigate. Families with children who have complex medical health care needs must have easy access to health care and services that support keeping the person with the special health care needs in their home and community. Please protect these waivers - you never know when someone in your family or close to you could end up needing them. Thank you.
