Oct 20th 2017 9:10 am Response: #311881 The National Minority Quality Forum is submitting this public comment on behalf of the following organizations, who are writing to urge that CMS deny the Commonwealth of Massachusetts Medicaid 1115 Demonstration Amendment Request that was submitted to CMS on September 20, 2017. The proposed Medicaid waiver is unnecessary because Massachusetts already has sufficient flexibility under existing federal law to enact reforms to control Medicaid spending, including containing the growth in expenditures for prescription drugs. We are concerned that this demonstration will result in the exact opposite of its purported intent. The desired expenditure reductions will be achieved by rationing care, reducing treatment options, and shifting costs to the patient population – a strategy that is an insupportable burden on an already financially strained and underserved patient population. A detailed description of our concerns is included in the attached letter.
